I often prefer a window to fill the screen (but not go full-screen), and for that I use BetterSnapTool, and just throw the window to the top (like in Windows), but there are a bunch of other solutions too. If you still want to zoom an application that goes full-screen, try double-clicking the title bar. However, not all applications support full-screen, and for these applications it still zooms.

In one of the more recent OSX versions, the green button was changed from 'zoom' to mean 'full screen'. A browser, for example, most likely needs full vertical space, but not all horizonal space. For some applications, that just means 'fill the screen', for others it might mean something smaller. It used to be 'zoom', which would size the window to the maximum useful size.
